Top Rank Construction is a residential remodeling company working in Houston and the surrounding area. Cesar Martinez runs it, and the work is 100% residential — houses, not offices, not retail build-outs. That focus is deliberate. Commercial work runs on different schedules and different priorities, and it is the reason a lot of contractors go quiet on a homeowner halfway through a kitchen.

The company has been at this for more than 15 years. In practice that means having opened up most of the house types this region built: post-war ranch plans with bearing walls down the middle, 1970s and 80s subdivisions with sprayed ceilings and dark panelling, and twenty-year-old master-planned two-storeys where the builder-grade finishes have simply reached the end of their life.

What we say about a job is what we found. If a wall opens up and there is rot at the bottom plate or a supply line that should have been replaced fifteen years ago, you get a photo and a price before it gets covered back up. That is the whole approach, and it is what Cesar Martinez means by his own summary of the business:

Worth knowing before you hire anyone

Texas does not license remodelers

There is no statewide licence for a general remodeling contractor in Texas. Some individual trades inside a remodel are licensed at state level — electrical and plumbing among them — and permit-required work in those trades is carried out by the licensed tradespeople who are allowed to do it. But “licensed general contractor” is not a thing the state issues, which is why you will see it claimed loosely on a lot of Houston contractor websites.

We would rather tell you that than let a badge imply something it does not mean. What is worth asking any contractor, us included:

  • Ask to see photographs of the middle of a job, not just the finished room. Ours are in the gallery and written up in projects.
  • Ask who is actually doing the work, and whether permit-required electrical and plumbing goes to a licensed trade.
  • Ask how change orders are handled before anything is opened up.
  • Ask for current proof of insurance and see the certificate yourself, from any contractor you are considering.
